Why forms ask for PDF
Institutions ask for PDFs because a PDF looks the same everywhere. A PNG opens in whatever image viewer the recipient happens to have, at whatever zoom that viewer decides, and it carries no page structure at all. A PDF keeps page size, order and layout fixed, which is why applications, submissions and archives are almost always specified as PDF even when the content started as pictures.
One PDF or several
If you have multiple images that belong together, put them into a single PDF with one image per page rather than sending several files. A reviewer opening one document in the right order is a much better experience than a folder of loosely named images, and many upload forms only accept one file anyway. Get the order right before you export, because reordering afterwards means rebuilding it.
Keeping the result readable
- Straighten and crop the images first. A PDF cannot fix a crooked photo.
- Screenshots and scans of text convert best from PNG, since the text stays crisp.
- Very large images make a very large PDF, so compress the result if it needs emailing.
- Check the page orientation, since a landscape image on a portrait page leaves a lot of white space.
